Freedom of speech to be guaranteed in the education system. Student unions subject to a legal duty to advocate and protect freedom of speech. Universities to be sued if they go along with cancel culture and no-platforming.
This is probably the first real meaty attempt to fight back the encroaching authoritarian left and actually defend Conservative values in education. Whilst it is definitely a risky policy to intervene in education in such a way, it has sadly become necessary to do so in order to protect the free circulation of ideas and stop the transformation of education facilities into left wing echo chambers.

It has come to something when it is felt necessary to appoint a free speech champion to ensure diverse opinions are heard in the groves of academe, where we are meant to seek for truth. Universities and colleges are supposed to be places where ideas are discussed and tested yet in recent years conformity has been pursued, with certain views deemed unacceptable. Academics and students expressing them have been ostracised.
There have been some bright spots, as when Cambridge University’s governing body rejected guidelines requiring opinions to be “respectful” of the views of others, a sure-fired way of closing down debate. Instead, staff and students are encouraged to be tolerant. But in other institutions a culture war has been joined that is intended to drive out anyone prepared to challenge the current woke orthodoxy. Prof Selina Todd of Oxford University says the problem has been exacerbated by the embrace of "diversity policies". She has faced threats from activists who have sought to deny a platform to speakers who question sex and gender distinctions.
The Government has decided to legislate to hold back a tide that would otherwise overwhelm free expression. Universities will be legally required to promote free speech and the Office for Students will have the power to impose fines on those that don’t. These provisions would also extend to student unions. It would even be possible for individuals to seek legal redress if they lose their jobs for expressing lawful opinions. The proposed free speech champion would be tasked with investigating complaints. It is sad that such measures are deemed necessary but ministers are right to act before matters become any worse.
